Abstract

Against the backdrop of the new development pattern, digital trade cooperation between China and ASEAN has demonstrated strong growth momentum. The "Digital Belt and Road Initiative" and the RCEP framework have provided dual support in terms of policies and markets for both sides. New business forms such as digital services, cross-border e-commerce, and digital finance have risen rapidly, forming complementary advantages. However, the cooperation process still faces multiple challenges. The digital infrastructure of ASEAN member states is unbalanced, the data governance system is fragmented, cross-border data flows are restricted, and digital trade barriers remain prominent. To this end, it is necessary to improve the governance system for cross-border data flow between China and ASEAN, innovate the "common supply" model of digital trade rules, create a new pattern of digital trade governance featuring "multi-party co-governance", and implement countermeasures and suggestions for the deep integration of digital governance technology standards and regulatory mechanisms. This will further unleash the potential of digital trade cooperation between China and ASEAN and promote high-quality development of the regional digital economy.
